Tokyo Electric Power Press Conference 12am, April 4, 2011



The press conference was held in the interview room of the Tokyo Electric Power (Tepco) head office at midnight on April 4, 2011. The company made the sudden announcement that they would be releasing 10,000 tonnes of contaminated waste water into the ocean, including that from the underground treatment facility – a discharge that began the following evening.

Sufficient notification and explanation was not given to local authorities, fishing industries and neighbouring countries, a decision that was queried at the press conference by independent journalists.

According to research conducted by Greenpeace, a concentration of radioactive materials was detected in fish taken from the surrounding sea following the discharge.  The discharge of contaminated water is still continuing as of March 2012, and the impact it will have on domestic fisheries and the nation’s health cannot be predicted.

(Note: The intentional discharge of contaminated water by Tepco was finished as of April 10th, 2011, but leakage due to things like deteriorated pipes and damaged concrete continues to this day, as of March 2011)

At the press conference Tokyo Electric Power maintained that the release of in excess of 10,000 tonnes of contaminated water into the ocean the following evening would be necessary to prevent the water level in turbine buildings 5 and 6 from rising and thus submerging a diesel engine. This would risk the release of even more highly-contaminated water. No explanation was forthcoming in response to the question about the particular timing of this release.  However, it can be revealed that Tokyo Electric Power seems to have taken this unprecedented and scandalous decision to discharge 10,000 tonnes of contaminated water into the sea based on ambiguous information about the water levels in the plant.

Independent journalists Hizumi and Kino have continued to press the company on whether there was a real need to discharge the water.  Takashi Uesugi has also added his voice to Hizumi and Kino’s demands to know the name of the person responsible for the release. Tokyo Electric Power has declined to name the individual.

From the nuclear plant disaster in March until mid-April, most of the Tokyo Electric Power press conferences were held in a tiny meeting room on the first floor. Newspaper, TV and reporters from other media, foreign reporters, everyone was packed tightly in 24 hours a day, not knowing when the next press conference would begin.

At that time, only independent journalists and a handful of reporters from the mass media and were pursuing the questions of Tepco’s responsibilities. For example in this press conference on April 4th, 2011, the only journalists holding Tepco strictly to account on the issue of who holds responsibility for the planned release of contaminated water into the ocean, and even if such a thing is necessary, are the freelance reporters Kazuo Hizumi, Ryuichi Kino, and Takashi Uesugi. All other reporters only turned their eyes down in silence.

東京電力記者会見 2011年4月4日、25時(4月5日未明)2011年4月4日深夜、東京電力本店内会見室にて行われた会見の模様。この日東電は、廃棄物処理施設地下などに溜まっている汚染水1万トンを海洋に放出すると突然発表、同日夜から放出を始めた。周辺の漁業関係者、自治体、また海洋でつながった近隣諸国への十分な通達・説明はなされておらず、会見ではフリーの記者を中心に疑問の声があがった。その後グリーンピースの調査により周辺で採取した魚から高濃度の放射性物質が検出。2012年3月現在も汚染水の放出は続いているとみられ注)国内の水産業、国民の健康に与える影響は予想できない。(注
東電による「意図的な放出」は、2011年4月10日までに終了したものの、配管の劣化や地下のコンクリート損傷部分などからの「漏出」は2012年3月現在も続いている。

東電会見 4月4日 深夜25時(4月5日未明) 会見要旨

この日、東電は「5.6号機のタービン建屋内の水位が上がり、ディーゼルエンジンの水没を防ぐため」、または「より高濃度の汚染水が溢れて漏出してしまうのを防ぐため」との理由から、比較的低濃度とされる地下の汚染水1万トン以上の海洋への放水を決定。夕方より実施した。なぜ今日なのか、という質問に明確な答えのないまま、回答は22時の会見へ持ち越された。しかし、そこでの東電側の説明から、建屋内に染み出している汚染水で確認出来たのは1箇所のみ(2ℓ/分弱)と判明。他にも数ヶ所から漏れており徐々に水位が上がる恐れがあったため、と付け加えたものの、どれほど建屋内に漏れ、どれほど水位が上がっているか、など具体的な情報が曖昧なまま、汚染水1万トン以上を海に垂れ流すという、前代未聞の措置を取ったことが露呈した。これに対しフリーの日隅記者、木野記者が、本当に放水が必要だったのか、を激しく追及。さらに日隅記者、木野記者にフリーの上杉隆氏も加わり、放水を判断した責任者の名前、この会見時2階の本部にいる(この会見において責任者の名前を出さないという判断を下した)責任者の名前の開示を、これも再三に渡って求めるものの、最後まで責任者の名前を明かすことはなかった。

<解説>3月の原発事故発災直後から4月の半ばなで、東京電力による会見は、ほとんど本店1階の狭い会議室で行われていた。連日、新聞・テレビ等マスコミ各社、海外メディアの記者がすし詰め状態で24時間待機し、いつ始まるかわからない会見に臨んでいた。
この当時、東電の責任を追及していたのは、大手マスコミの一握りの記者とフリーランスの記者のみであった。2011年4月4日のこの会見においても、汚染水の意図的な海洋放出の責任は誰か、本当に放出は必要なのか、と厳しく追及していたのはフリーランス記者の日隅一雄、木野龍逸、上杉隆のみで、その他の記者は無言で顔をうつむくだけだった。
